As an admin/editor, I would want to manually arrange the news categories. So the first category I put in the blogpost is then also the first one that is displayed.

I'm looking into this issue at the moment and would like to ask for your opinion. 
What would be your preferred implementation?
a) the admin, when creating or editing news categories, should be able to order the categories. News authors should not be able to change that order. 
b) the admin only creates the categories. The news author should be the one responsible for ordering the categories for their news article. 
c) the admin should order the categories to a default order. In a new news article, if the author wants to change the order of the news categories, they can do so. Otherwise, it will stay in the default order the admin has set.
