Just a quick update on this one.
We finished work on the first half of this features: Admins can define the order of the news categories globally, they don't have to be alphabetically anymore. You can test this feature on our public demonstration instance (demonstration.linchpin-intranet.com). It will be shipped in our feature releases for Linchpin Enterprise News and Linchpin Suite in late August.
There's a second part to this feature: instead of admins globally, let news authors decide the order of the news categories. We will implement this as well, but it's as of yet unsure if it will make it into the August release. I'll keep you updated here :)

I'm looking into this issue at the moment and would like to ask for your opinion.
What would be your preferred implementation?
a) the admin, when creating or editing news categories, should be able to order the categories. News authors should not be able to change that order.
b) the admin only creates the categories. The news author should be the one responsible for ordering the categories for their news article.
c) the admin should order the categories to a default order. In a new news article, if the author wants to change the order of the news categories, they can do so. Otherwise, it will stay in the default order the admin has set.
