User not in a licensed group are currently not displayed in LUP. We would like to use LUP not only as peoples directory for Confluence user but as people directory and phonebook for the whole company. But it is not possible since not all employees use Confluence. They are inside LDAP anyway and Linchpin should offer an option to display all active users, whenever they are inside the licensed groups or not.
