Allow to automatically accept Term of use by Confluence Administrator

Could be useful e.g if some cosmetics changes were made e.g. company address has changed or some typo errors. Could be also realized by allow to temporary disable inform users about changes, if admin update minor changes and then switch back this to standard state.
