My Apps vs All Apps

When going to "add apps", the user gets confused on what "all apps" means compared to "my apps".
It would be much easier to understand if there was just all apps, maybe a one-phrase saying "You can add or remove apps from your launchpad by starring or un-starring them. Grey stars are compulsory apps which your administrator wants you to always see."
Then you can easily add a quick filter button near the search called "view only my apps"

Do I understand you correctly that users are confused when they mark apps with a star to see them under the "My Apps" tab or in the sidebar and don't see the difference between "All Apps" and "My Apps" because under "My Apps" the mandatory apps are also visible?
The "one-liner" you mention is located on the right as a short description behind the link "How the Launchpad works".
I would like to understand more precisely where the problem lies here.

It is confusing for users to have 2 tabs/categories ("All Apps" and "My Apps"), with nearly exactly the same content.
That's all :)
Maybe an idea would be to show all apps on the same page but with a separation between mine and not mine.
Another simpler idea is to only keep the All Apps page and that's it. Maybe a quick filter "see only my apps", which triggers a nice disappearance effect for all apps that are not in my favourites.
