Right now, a user will see all categories, even if there is no app available for him (because he does not match the set visibility criteria). This is not only a confusing behavior, but could also disclose sensitive information about apps.
This issue has been resolved some time in the past, we couldn't reproduce it with current versions of the app. Please feel free to comment if you still encounter it :)
