Julian Binhack you can accomplish this with Linchpin Pings. The next Version of the Linchpin Suite (probably a 4.0) will bring the ability to create a message that contains any text you like - including a link to a handbook. Just configure the message in a way that it shows only once.

It will initially show once for everyone, also existing users, but once that's done it will only show for new ones.

Our employees can see all information like the opening hours of the canteen or some rules for the holiday approvement on their first login. Actually we use the feature "Force Display" on the Blogposts for that as you can see at the screenshot.
